1. Soak the dried wakame in warm water for about 10-15 minutes until rehydrated. Drain and squeeze out excess water, then chop into small pieces.

2. In a large bowl, combine the flour, cooked rice (or quinoa), chopped wakame, green onions, grated carrot, minced garlic, grated ginger, baking powder, black pepper, and salt. Mix well. Gradually add water to the mixture, stirring until a thick batter forms. It should be thick enough to hold together but not too dry.

3. In a large skillet or frying pan, heat about 1/2 inch of oil over medium heat until hot.

4. Using a spoon or small ice cream scoop, drop spoonfuls of the batter into the hot oil. Flatten them slightly to form fritters. Fry for about 3-4 minutes on each side, or until golden brown and crispy. Be careful not to overcrowd the pan; fry in batches if necessary.
